If you, as cargo agent (freight forwarder), are sending a cargo to OBEB have to prepare an Indication Letter designating OBEB as your partner.

Can we ship w/o L.I. (import license)?

It depends.
Some item can be shipped and releases L.I. before import procedure
Some item can not.
Some item will be fined w/o L.I. or confiscated.

Should mention NCM code on the Invoice?

Yes.
Brazilian law requires NCM Code number on the Invoice.
It is mandatory.

Yes, it is mandatory.
CNPJ number is Business License Registration number of Brazilian company.
